Control lists and PEP status: what to verify before deciding

A list search is one input when reviewing a counterparty. A name match requires identity and source verification before it can be attributed to a person. Politically exposed person status is neither a sanction nor proof of unlawful conduct.
What does PEP mean?
Ecuador's UAFE describes this category in relation to prominent public functions and the relationships included in its definition. FATF explains that its PEP measures are preventive and do not imply that all politically exposed persons participate in crime. Consult the UAFE glossary and FATF guidance.
Does a sanction apply equally in every country?
Its scope depends on the program, jurisdiction, and transaction. OFAC describes obligations for persons subject to U.S. jurisdiction and certain circumstances that also affect foreign persons. A list's name alone does not establish a universal prohibition. Review OFAC's official explanation.
How should a review be documented?
As an operational recommendation, record the source, date, identifiers compared, and verification result. Keep an unresolved match separate from a confirmed identity. Refer any legal consequences to the responsible compliance officer or adviser before deciding.
Ecuadorian obligations should be checked against the entity's activity and applicable rules. The UAFE directory of obligated entities is a reference, not an automatic determination for every business.
